The TIW card is good for one year from date of purchase. It is not tied to the expiration date on your AP (in case you did not purchase them at same time).

Does the TIW need to be "activated" like an AP?
I am thinking of purchasing an AP and the TIW for our October trip. I was going to purchase an AP voucher in advance and activate it on the day we arrive at the International Gateway in Epcot. I was thinking about buying the TIW in advance and bringing it with me. Would I be better off to purchase it the same time I activate my AP at Guest Relations in Epcot?

You can't get a TiW card in advance with an AP voucher. But you can easily activate your AP voucher and purchase the card at Guest Relations -- it won't take any time at all.

We purchased ours in Nov 08 and it is valid until 12/31/09. We got 14 months out of it.

Yes, the TIW cards are good for 1 year plus an entire month after your original month of purchase. We got ours in April 08, expires at the end of May 09.
