Does she need a car?

We're staying at WL in Sept. My sister is thinking about joining us, but she doesn't want to pay for a room at WL just for her. She's considering staying at a value resort. If she does that, will she be better off having a car to get to us? She'd probably want to meet up with us in the morning so she can head to the parks with us. Then in the evening if we're at WL she could just drive back to her resort instead of taking multiple buses. How much do you think it would benefit her to have a car or can she make do without it?

Also, are there cabs at the resorts? Say she was at WL with us one evening and needed to get back to a value resort, how difficult would it be to get a cab and how much would it cost?

She can actually take a bus from her resort to MK and then hop on a short boat ride over to WL. The time of year you are going is slow as well so the wait times for bus/boat would be minimal. I would say she would do find without a car. Yes, there are cabs available just head outside from the lobby and they will call a cab for you from there. They usually arrive within minutes.
 
Resort to resort transportation without a car is time-consuming. It would be especially challenging if you are trying to get together before park opening in order to be at a park for RD. I would definitely recommend a car or taxi. Of course, the extra cost might make staying at the WL more attractive then.

You can get a taxi from almost anywhere. We've always just called Mears and given them a time and place to pick us up. I believe it would be around $15 for WL to All Stars. There might be taxi's waiting at the WL but if you didn't want to count on it, you can always call. Mears has a great website with plenty of information.
 
A car is convenient to have, but it can get expensive. For your morning meet ups, I think I'd just plan to meet at the theme park you're going to. If you have cell phones, it's not that hard to find one another -- especially in September. We frequently meet up with family members who are staying at different resorts with no problems and we've done that at Easter, spring breaks, and August. At night, she can take the boat to MK and then get her resort's bus. Or, a cab from WL to her resort for a few evenings will be less expensive than renting a car.
