DL Hotel at DL would be the Disney Collection. The Concierge Collection is a collection of hotels/timeshares that are not RCI and are not Disney. None in Anaheim.
I agree. The verbiage seems to support any reservation as it makes no exclusions. Remember that DVC sells those points as a reservation to pay for the trade-out to concierge. There's no free lunch here, so I can't imagine why they wouldn't apply the same rules since room shortage (in this case to sell as CRO) is the entire reason for the rule to begin with.
