does ME luggage get pulled directly from planes? or go on the carousel?

Is our luggage out in the public? or is it pulled "behind the scenes"?
 
Everything I have read (both here on the DIS, and at Disney.com) indicates that as long as you have your DME luggage tags, your bags never see the baggage claim area.

There are so many threads on DME, if you search on a couple of them, I bet you will find all your answers.
 
I will say something that I saw, but this was a special situation. Our flights were delayed massively and we ended up getting in around 2:30 AM. There was a ME manager standing at the end of the luggage carousel pulling the bags off. Granted he only had about 3-4 bags so I was assuming that this was only because of the time and the number of bags.

We rented a car due to a side trip to Universal so we got our own baggage. When I got to Pop around 3, there were 2 very irate families who had yet to get their luggage after roughly 4 hours and Disney had no clue where it was. The one man was getting diapers since he ran out of what was in the checked bags. Of course I don't know why they didn't pack their night stuff in their carryons, but I also think that 4 hours is a tad ridiculous for bags to get to the resort. It wasn't that noone would deliver them to the room since these people were willing to handle it themselves. It simply was not at the resort.
 
We made the decision to claim our baggage instead of using the ME tags that we received. When we were waiting to grab our bag from the carousel, we saw DOZENS of bags with bright colored ME tags (and no owners to claim them). They circled the carousel the entire time we were there and I did not see a Disney ME CM looking to claim them. This occured on a Delta Song flight from Hartford on Saturday 5/14 at 6pm. I saw it with my own eyes, and my DH and I were horrified for the people who thought they'd safely checked their luggage with ME.

As a side note...we claimed our bag because we were unsure of the delivery timing to our room, not because we had any idea that bags circulated the carousel. Now that we saw bags circulating (maybe it was a one time occurance), we'll probably claim our own bag again if we do ME.

Just a week ago tonight I picked up my sister at MCO. As we stood by the baggage claim waiting for hers, we saw a CM pulling luggage off the carousel.
 
When we flew Air Tran earlier this month, when we got to baggage claim it was a zoo (didn't use ME). They had one carousel with 6 or 7 flights on the board. The luggage was coming out constantly, it took about 20 minutes for our flight's luggage to start. I don't know how the ME staff works with the airline baggage handlers but it's possible there is so much luggage arriving at one time they can't keep up with it and some gets out to the carousel.
