Does Disney give advance notice for Candlelight Processional Package sale date?

Does Disney give advance notice for the "on sale" date for the Candlelight Processional lunch/dinner packages? Or is it basically just "surprise, they're on sale!"? Trying to figure out how to make sure I know the day they go on sale.

Also, does anyone know if they generally sell out the day they go on sale?
