I'm not sure if there are times when he signs autographs, but they can try to defeat him in a light saber battle if you sign them up for the Jedi Training Academy...

He only signs autographs during SWW. The only other time I've heard of him signing autographs is if Jedi Training is cancelled due to inclement weather. It's been reported that they've had meet and greets for the kids who were signed up with the Dark Lord and a couple of stormtroopers when that happens.
