I'm not familiar with requirements for T-Mobile to set up an account for foreigners, but you can pay your bill with a prepaid card to avoid credit card related issues and I suspect you'd have no problems using your hotel address as your billing address...
Make sure your mobile phone is unlocked before coming to the US - you will may need a code from your mobile provider if you purchased your phone through them.
