Does anyone know about dtv4pc?

My BIL is trying so save money. He called and asked what I knew about
DTV4PC. It is a one time download fee of approx. 30.00 and then you can get all the satellite TV and cable channels on your computer.

It sounds to good to be for real.

Does anyone use this or know anything about it?
