When making ADRs online, does an infant (3 months) count as a guest in the party?

Unfortunately yes. Even if they are not going to be using a chair you have to count them. So if you have 6 counting the baby you will have the automatic 18% added on.

Yes, as PP said. But, also, because the baby does take up a spot: because of the highchair you need a bigger table

I heard it was for fire codes. They can only have so many people in the restaurant at a time.
