Do you have to purchase a ticket to buy dining plan?

My daughter has an annual pass from getting married at WDW last year and she is returning for a visit in 2 wks to use the tickets one more time. She is staying at Pop Century and wants to purchase the Quick service meal plan, is this possible? This is a last min trip and we are planning as quick as possible!

AP holders can purchase a meal plan when they book a resort reservation, so no need to buy an extra ticket.

She can book through the passholder website or call central reservations. I'm not sure if she can add a DDP to an exisiting reservation though. She may have to cancel and rebook as a package.
 
She would have to cancel and rebook a package. Package rules will apply, meaning she would have to pay in full when she makes the reservation, since she's only 2 weeks out. If she booked with a room-only AP discount, she may not be able to rebook with the discount and add the Dining Plan.
 
She needs to ask for an annual passholder room + dining package. This is just like any other WDW package reservation (same deposit, payment, cancellation and change rules), except without a ticket purchase.
