Do you have to beat all normal quests to play others?

Because people could have you playing cars when you dont have the car magic yet, so you would need to do all the quests right?

Yes when people make up their own quest they can ask the player to do magic, or what ever... even drive or use the space suit.

I hope people put what ever speical things youneed in the description.
