They have stopped doing this, at least temporarily.

Only time will tell if they begin again.

They apparently have stopped for the time being, supposedly due to the refurbishment going on at Big Thunder. A Fast Pass was given out for finding a brush and it has been said they do not want to overload Splash Mountain.

Until Big Thunder is out from Refurbishment, the paintbrushes aren't around.
