Do they ever NOT do Fast Pass BECAUSE of crowds?

I'm at Ocala this weekend - and actually leaving in a short while for Blizzard Beach for the day!! - but was talking to a friend of my parents yesterday. He said he took his grandkids to the MK and that they weren't doing fastpass because the crowds were so big! That made NO sense to me at all. Is this true? Or was he just there so late that they were already given out?
 
MY guess would be same as yours- they were all gone for the day. To not offer fastpass because it is to crowded would defeat the whole purpose.
 
I agree that he was could have been too late and all the fastpasses were given out for the day.
OR, even though it seemed busy to him, it was not that busy and they were not giving them out because the standby waits were short. I don't know what the actual time wait time is (maybe different for different rides), but I have heard that if the standby line is too short, the fastpass machine for that ride will not operate.
We were at WDW last week and saw some rides where the fastpass machine was not operating, but the standby line was less than 15 minutes. We did hear some people who were so clued in to using fastpass that they did not think to check the actual wating line and were disappointed that they "couldn't ride since the fastpasses were gone".
