Do the recruiters cast roles by the category?

I can't figure out the mystery hiring process, but doesn't it seem like acceptance letters come out with people in similar roles? I was wondering if strong applicants for roles are placed in specific batches and say on Tuesday, they accept Merc and QSFB and Wednesday they do Attractions and BBB ... ?

Also, how are people ranked after the WBI, (ex: strong candidate) and are applicants ranked the same way after the phone interviews?

Some people wait 3 weeks, some 6 days, some pended... And with the minimal personal and professional history, it's like Disney magic at work!
