Do the milkshakes count for beverage

I wish! I don't know either way but it would be great if they did. I tend to think not (just pop/coffee/tea/milk) but maybe for an additional charge?

I don't know about as a beverage but they do count as a dessert - if that helps at all.....

I can't speak for resorts or other restaurants but at Sci-Fi the shakes were counted as beverage, and my kids & hubby loved it! Plus they still got their dessert on top if it with the dining plan. I had a diet coke & wished I'd gotten the shake! However, my dessert hot fudge sundae was out of this world!
