Do people staying off-site have magic bands and FP+?

Just wondering. We haven't stayed off site for the last 24 years, but have some friends that will be in August.
 
Staying onsite means that Disney will provide the Magic bands. Offsite guests will not get free bands but can purchase them if they like in the parks, they are about $13.

Onsite guests can book FP+ at 60days prior and Offsite guests can book at 30days prior. But, you have to have purchased tickets and have linked them in MDE in order to do this.
 
They can book fast passes 30 days out. They can purchase magic bands if they want too
 
We stay offsite and had to convince DH to buy MB for the 5 of us (we had MM too). Best thing ever for us-soooo easy to scan a band than have to figure out which tix to scan for FP+ for each ride and family member. And easy with MM too. In fact-we are the people who had no issues with the MB (now FP+?-little different experience) and this might -just might- have convinced DH to try onsite next time (will be stalking for prices and projected free dining plans for next spring LOL).
