Do Children Count?

Do children count towards your head count? If so, is it all children or is it children 3<, etc?

Children under age 3 don't count. They also don't figure into food cost. Children over age 3 under the old pricing structure do not need to meet the minimum food expenditure for the day, but their food is charged. Buffets will be half the adult price. Under the new pricing structure, children over age 3 have their own minimums, depending on age.
