I recall eating at a revolving restaurant, must have been California Grill, and was surprised when Disney Characters visited each table. Is this routine?

Perhaps you're thinking of Garden Grill in EPCOT. It's a restaurant that slowly rotates and characters are there as well.

California Grill is one of the more "upscale" restaurants at WDW.
There are no characters and it does not revolve.
The revolving restaurant with characters is called Garden Grill and its located in The Land pavilion at Epcot.

As the others have stated, California Grille does not rotate. It is on the top floor of the Contemporary Resort. There are no characters.
Garden Grill in the Land at Epcot rotates and has Mickey, Pluto and Chip and Dale
