Do all Resales need to be approved by Disney?

Do all sales need to be approved by Disney? Can Disney deny a sale based on price per point being too low? Can someone purchase a DVC from a friend or family member at a rate per point that you usually dont see on the resale market? Ex. $30-$40/pp.

Yes, all sales are reviewed by Disney. DVC has right-of-refusal on all resale contracts. They cannot prevent an owner from selling their interest, but they do have the right to purchase the contract at the same terms already agreed upon between seller and buyer. The seller would get the same amount and the buyer would get their earnest money returned to them.

DVC would still need to approve it, but they would typically waive their normal ROFR terms in the event of a gift to family.

(friends are pretty much out of luck, tho.)

Big difference between a gift and sale. You can give it away to anyone (not just family) and Disney will automatically waive its right of first refusal because it is not a sale. However, transfer it to anyone for value and Disney gets to exercise ROFR if it chooses.
