Disney's first refusal on resales?

I gather that Disney will take resales into their own stock if the price dips below a certain point.

If those points are for resorts currently sold out (i.e. OKW, BWV, VWL), what happens to them? Do Disney sell them again for add-ons?

I've heard there is some sort of waitlist for people who want add-on's (it's one of those classic CM situations though, ring one CM they say there's a list, ring another they say there isn't) on the occasions Disney buys back, I believe this is where the point go...
