Unlike WDW's version (Traders Sam's Grog Grotto) which opens in the late afternoon, DLR's Trader Sam's opens at lunchtime 11:30AM https://disneyland.disney.go.com/dining/disneyland-hotel/trader-sams/

Ah...since the title in the post said Opening hours, I thought that you wanted to know how early it opens. But the link I provided also lists the closing time...1:30AM
