I think there are a few restrictions. Tokyo Disneyland and Tokyo DisneySea aren't owned (they're considered licensed properties) by Disney and apparently aren't included. The Walt Disney Company has also given away several of these "Golden Passes" to several categories of people including "Disney Legends".
