Are they able to load a wheelchair onto the Disneyland Railroad train with the person in the chair and just tie it down or whatever? Anyone have experience with powered mobility equipment on the Disneyland Railroad?

There are only steps at Main St station, so that would be a no-go there. Not sure what they do at the other 3 stations.

There is definitely a ramp at the New Orleans Square station. And on the app it says that people can remain in their wheelchair/ECV. We have yet to be on it with the ECV, but I know I looked at the accessibility info just in case.

Yes, just not at Main Street. And there aren't too many spots so you may have to wait for a second train.

From my last Disneyland trip report:
"Disneyland Railroad - all stations except Main Street are WC/ECV accessible via a ramp. Main Street station's only access is via stairs. The last car is designed with a ramp they can lower for access and space for two vehicles. On my ride there were two wheelchairs but ECV's would fit instead (at least one of them). There's a bench behind the WC/ECV area with some companion seating."

Here's a picture of the accessible car with one wheelchair and companion, and the ramp folded up after they boarded.

Yes, a wheelchair can be loaded at all stations except Main Street. For Toon Town and Tomorrowland stations, go up the exit and wait there for the train. At New Orleans Square, it is also at the exit (at the front of the train) that you will wait. Once a train arrives, the conductor will come over and ask if you can transfer or if you need to ride in the chair. We have a manual chair and can fold it, but my Mom can't make the step right now, so we need the wheelchair compartment spot. Beware that if the wheelchair spot is full or someone in front of you needs it you will need to wait for the next train and that spot may not be available on the next one either. The wheelchair itself is not tied down --- just the brakes locked. It does not seem to move at all though.
