Disney World Annual Passes

Has anyone seen any information about when annual park passes will be available again? I'm particularly anxious to know if they will be brought back at a discounted level for DVC members. I'm not a FL resident (yet!) and I'm guessing that when the annual passes return it will probably be for FL residents first, which would be understandable.
