Is there a double discount when I use a Disney Visa Debit card with an Annual Pass discount?

No, you must use one or the other. Disney does not allow you to stack discounts either for resort reservations or for merchandise or tour discounts.

Just FYI: if have a Tables in Wonderland card and eat lunch at a TS restaurant that allows an AP discount, you also can not stack the AP discount and TiW discount either.
