Historically, will the (hopefully) upcoming Disney Visa code be a room only code or a package code? Another question, if it's a package do I have to buy tickets for all the room guests? I've already used Disney bucks to buy 2 of 4 tickets, so this is why I'm wondering. I only need two more park tickets.

Yes, if it is a package code you do have to buy tickets for everybody. However, you do not have to use those tickets. You can save them for a later trip. Also, to save money you may purchase 1 day base tickets and then upgrade the other two tickets to what you want at guest services for the price difference.
I've also heard that you can just put two people on the ressie, getting tickets for them and then add the other two people to the ressie at check-in without having to buy tickets. Granted, I've only heard this and do not know if it is true. Of course, if it does work, you can't have two children on the ressie if that is what you need. One of the two tickets you'd need to purchase would have to be for an adult 18+ (and the Disney Visa card holder for that package).
I do believe the rumor is for a Disney Visa code package and then a later general public code for a package. But, then again, we were all expecting the code to come out today.
