do they still do this if you have the Disney visa. I know they do the special character meet n greet at Epcot but do they do it in any of the other parks

They're going to have a Star Wars meet for Visa cardholders at HS soon.

The Epcot one is in Innoventions West, and includes 2 or 3 of Mickey, Minnie, Pluto, Goofy. I believe that is the normal line-up. You won't know who is there until you walk in the room.

The DHS one will start "early 2016" and will be with Vader. It is unclear how this one will work--separate location than the Launch Bay Vader and/or at certain times.

No other parks offer this at WDW.

When taking advantage of this perk at EPCOT, is it basically just like using a fastpass where you wait in a shorter line??

It is a shorter line (as compared to many M&Gs), but there is only one line and it is exclusive to Chase Visa cardholders.

You also meet 2 characters at the same time...the character spot is just one at a time....but otherwise, yes.
