Has anyone used this successfully? Any issues with getting a refund?

I normally book through a travel agent; would she be able to pay my balance using the account? Or will I be able to use the account myself to pay off my trip?

I don't want to set the account up and then have it be for nothing.

In theory, you're not supposed to share your DVA number with anyone but there are some TAs who will accept it to make your payment to Disney. You might want to ask your TA about their policy before you open a DVA.

Refunds are returned to their original form of payment. So, if you made a $50 deposit using your CC, $50 goes back on your CC. A $25 deposit made with a GC will go back on the GC. If you funded the DVA with an EFT from your bank account, the refund goes to your bank account. The refunds can take a while to occur. The DVA's accounting department has to issue it to the proper source and then your CC/bank/Disney GC dept. has to process it.
 
We used a DVA to pay off the majority of our trip. When we started, our TA said I could call and pay off the trip using the DVA, but the CM on the phone said it had to be the TA.

I gave her our account number and she applied the funds with no issue.

I decided to get a refund on the remaining portion instead of the gift card and we got it in roughly 3 days.
 
With the TA we use, the only thing we really need to go through her with is if we want to change the reservation dates, all other stuff with the reservation (including payments) we have control over.
 

I used a Vacation Account for my personal trip, and I also use it for my clients. You simply enter the account number as the gift card number when you pay off your balance. It's really easy to use and I don't think it's much less secure than having clients give me their credit card information.
 
I use a travel agent and she just has me call Disney direct to give them my DVA information. Only once have I had a CM that didn't want to take the DVA payment because I had a travel agent and that was because the program was fairly new. Now, most CM's know that they can take DVA information when you are using a travel agent because, as the previous poster stated, you are not supposed to give your DVA information to anyone.
 
I've used DVA with my TA booked trips multiple times, but you have to call in the payment yourself. This is straight from the DVA website...

Once your travel agent has booked your reservations and you are ready to make a payment, your travel agent can provide you with your reservation number. Please call the telephone number specified below to make your payment using your DVA account. My TA always makes my payments using my DVA account. I've also never had issues with refunds. I've used the DVA for my last 5 trips :)
