If staying at one of the DTD hotels Hilton, Holiday Inn, or Palace can we ride the bus that stops across the street by SSR and ride it to the parks or do you need to have a band and be staying in a Disney Resort?

All the DTD resorts have their own transportation to and from the parks. No reason to go any further than right out front of the resort you stay in. There are two bus systems for the DTD hotels, the A Bus and B Bus. Here is a list of the properties they each stop at. It runs every 30 minutes and runs to 90 minutes after each park closes that day.

Anyone can ride Disney transportation. It doesn't matter if you are staying at a Disney resort or not.

While we have used Disney transportation back to DTD and walked to our resort because we missed the DTD hotel bus, doing it to go to a park seems like too much work to me as the bus stop is within the resort with no direct sidewalks to it. I would just use the hotel shuttles.
