Does anyone know if Disney Hilton Head, Disney Vero Beach, WDW properties or Aulani allow owners to utilize the facilities during off-peak times when they are nearby, but not staying on-site?
 
no you have to be onsite to use their facilities - that say would call while you are there - some things are open to the public at times.
swimming pools, gym, tennis courts, basketball & etc are not.
 
Depends on the resort, and what you mean by 'facilities'. :) At the WDW DVC resorts, recreational activities like boat rentals are available to the public. You can dine or shop at a resort without being a guest there.

Resort pools are going to be off-limits anywhere. The pool-hopping specifics can be found on the DVC member site, but at WDW, you need to be a registered guest at a DVC resort to be able to pool-hop, and not all pools are open to you.

Lynne M answered your question - WDW DVC does not operate in this fashion. You have to be a registered guest at the resort to utilize resort (the pool or DVC pool hopping) privileges. WDW DVC owners cannot obtain day passes.

The purpose of my post is to let you know that what you are asking is not possible at WDW and, as you see by the answer below, at any Disney property. DVC owners cannot attain day passes or register as a non-staying guest. Answering your question, though it may not be the answer you want to hear, is both friendly and constructive.
