i don't believe anyone can answer that. Disney will do their best to reduce impacts but they are building a gondola system that touches 2 parks and 4 resorts so there will be impacts. When and to what extreme is anyone's guess.
I've been to Disney 30+ times and over the last number of years every single trip has been impacted by construction. I just choose not to see it as a negative thing and rather look forward to the new ride, theatre, restaurant or other that Disney is preparing for my future visits. It's really how we choose to look at things that determines how big an 'impact' something has.

That wall makes me sad. We love strolling down that bridge. I know we still can, but it won't be quite the same without being able to see both sides of the lake.
