Yes, this is the new look for shopDisney's waiting room. The picture below was before 7AM PST (10AM EST), so there is a count down clock.
When Items are available for purchase, the screen will show you how many are in front of you and if items are still in stock.

It is when there is a hot new merchandise drop. These special edition series like the castles or designer dolls, often create too much traffic and so there is a waiting room. Sometimes you can still get them after the rush depedning, but they often sell out fast.

Oh yeah. At least PS5's come back in stock from time to time. Some of these limited items, like the castles, are basically gone once htey are sold out. They aren't making more.
