Disney "Package" booking...

If you book a room only discount and add park tickets, does this make a "package" and will it qualify for the 6 mos to pay if you pay with a Disney Visa?

You can use a room only discount on a package, but in order to get the 6 months with the Disney Visa, it must be booked as a package. The room only discount will just apply to the room part of the package. The cancellation policy is different for packages than for a room only reservation.
