so I am meant to use car seats in Orlando even on a shuttle?

surly not. I have seen young children all the time on Disney shuttles to parks etc

I’m a bit confused

I thought it was the law in Orlando if your in a shuttle you don’t need a child seat for a one year old but if you are in a taxi

is that correct or am I miss understanding something

So, this seems like a really important place to be clear about language because you've mentioned shuttles and taxis. The law says that personal cars have one particular system - a child restraint for any child under 5. Buses (for schools, cities, and for hire - which would include shuttles) are exempt from this (law doesn't state why but without seatbelts, many/most buses would have a hard time integrating restraints - kudos to Sunshine Flyer for being mindful of this!).

The law states that it's the parent/guardian's responsibility to provide a child seat - not the taxi/shuttle/etc (if for hire). So, all the last part does is let companies off the hook of providing it and it places that responsibility on parents/guardians. At no point does the Florida law say that kids under 5 can be without a restraint system in a car.
On the families board and/or transportation boards, there are threads about this sort of issue - some people have reported that some taxi drivers (since you wrote that specifically) may drive without a car seat but they (the parents) felt uncomfortable, since the law states that kids under 5 need a car seat. Some have reported taxi drivers won't drive without a car seat at all. In terms of both safety and legal ramifications, if you plan to rent a car, use a taxi, or use a rideshare app - you need a restraint system for any child under 5. If you are only using buses, this statute doesn't require a restraint system and families tend to not use one.

I'm by no means a legal professional or transportation guru - I just was really interested in the post about this program (the new Sunshine Flyer one, if you lost the thread getting to this post, lol) and happen to have been looking at these weighing my options for my own trip. I have feelings about what I think people should do but am trying not to let that into this conversation (so I'm actually going to check out and let others weigh in).

I am going to get the shuttle to Disney I’ll give the sunshine flyer a go but I have a few trips outside of Disney I am going to be getting a taxi to and will request two car seats one our 13 month year olds at the time

However, when I was in Spain I got taxis and pre booked taxis and paid extra for car seats and when they arrived there was no car seat in it

my worry is this happens in Orlando and then we run late for things and costly things eg discovery cove, and then end up waiting ages for another taxi with two car seats to arrive

Yesterday, the Indiana Jone Epic Stunt Spectacular returned to Disney’s Hollywood Studios with some notable changes from the version of the show that played until the parks closed in March 2020. We just came back from a great stay at this resort. Really is a hidden gem. The cast members were amazing. The resort is beautiful. It felt like a vacation within a vacation.
Can't wait to go back.
 
New Shuttle Service from MCO to Disney called The Sunshine Flyer Starting in 2022

Transportation Management Services (TMS) announced today the launch of The Sunshine Flyer, a themed motorcoach bus experience that will transport guests from the Orlando International Airport (MCO) to Walt Disney World® Resorts. Offering a convenient and cost-effective mode of transportation, The Sunshine Flyer will allow guests to start the magic of their Disney vacation from the moment they step off the plane.
  • The buses are designed on the exterior to look like old-fashioned locomotives or passenger cars
  • Staff will be dressed as 1920’s rail conductors and engineers
  • The buses will have entertainment throughout the trip
  • Ticket pre-sales begin on December 20, and service will begin on February 1, 2022

There is also a charity component to the launch of the service in honor of Disney’s 50th anniversary:
  • For the first 50 days of service, 50% of Sunshine Flyer ticket sales will be donated to Make-A-Wish Central & Northern Florida.

Answered my own question...

Transportation Management Services (TMS) is a totally independent company. I thought it was a Disney 'service', part of the Disney business.
Yes, I went there...lol.

No connection to the Disney Co. directly.

ETA from the TMS website: "As of launch The Sunshine Flyer will not have a luggage handling option, but hope launch a service by summer. "
So maybe a ray of sunshine coming in Summer 2022....we will see.
