I have some questions about the meal plan and everything I have found is either a few years old(outdated) or very muddy.

When can you book it? At reservation, upon arrival, AFTER arrival???
Do you have to book for your entire stay?
How do split weeks work?

Where is the best place to find out about options Vs. the meal plan.
I have read about the TiW cards and I just got more confused.

How early can you make reservations?
Do can you make reservations then decide to get the meal plan?

at reservation through 48 hours prior to check-in. after that, you no longer have the option of the DDP.

Do you have to book for your entire stay?

yes. for everyone in the villa.

How do split weeks work?

they don't anymore. used to be an option briefly - turned out to be a hassle and got shut down.

TIW is a dining card ($100 for DVC/$75 if you have an AP) that gives you a 20% discount on all food and beverage (including alcohol) for up to 10 people at participating table-service Disney restaurants

How early can you make reservations?

180+10 days ahead if you are staying onsite. you may have to call if the website doesn't recognize the DVC reservation.

Do can you make reservations then decide to get the meal plan?

yes. how you pay has nothing to do with reserving the restaurant.
 
This applies to both normal resort (e.g. GF, Poly, etc.) reservations as well as DVC stays on points, right?

It applies to any WDW resort reservation booked on points or Cash through DVC member services.

If it is booked on cash through the regular Disney reservation system, it has to be part of a package that includes park tickets.
 

Sorry about the confusion, I was trying to find out DVC meal plan info so I posted here.

When I mentioned split reservation, I am going to be staying for 2 nights at fort wilderness, and 4 nights at animal kingdom.
Can I chose different meal plans for the different resorts, and how does it work with keys for a split stay?

Yes, whenever you change resorts or room type, you can have different meal plans for each. Each will be separate, and will expire on the check-out day of their respective resorts, so your Ft. Wilderness meal plan will expire on the day you check into Animal Kingdom.
