Disney hotels and tickets package?

Hi I am looking at visiting in may and was going to buy an annual pass however I would like to stay at a disney hotel. Can anyone answer the following questions.

Are the hopper tickets that come with the hotel packages dated for the duration of your stay?

Or do they last a year?

Would it be possible for me to book for 4 people and only 3 show up? (therefore taking advantage of kids under 7 go free? to get the park tickets? so I could then pass them on to a family member?

Tickets bought as a package are dated for the duration of your stay therefore attempts to misrepresent your party to achieve an extra ticket would not be of benefit.
