That was my question.
The supervisor basically quoted 10.3 of the User Agreement which included me doing some "Restricted Activities." Restricted Activities is in Section 9.1 He refused to tell me which category in Section 9.1 this was. So I basically went down every single one and said I didn't do any of these. He kept going back and forth saying it was at PP's discretion and wanted to hang up. He even suggested that if I wanted to take action against PP, then to write to their legal department. Again I went down the list.
Finally he let slip it was item 9.1(g): "Send or receive what we reasonably believe to be potentially fraudulent funds." Finally he said that GC to GC was considered fraud. I asked him why. He then said that the CC would be unhappy if they found out. I countered with the fact that the CC's don't care. In fact, I called up Amex to tell them that I didn't get the $10 back from JoAnn's for buying a GC and AmEx didn't bat an eye. He then proceeded to say "What if I wanted to use a
Walmart gc to buy another gc? would they allow it?" Well, my response was that certain stores don't allow GC to GC purchases - that's true. However, some stores do and gave him an example.
Also, if eBay didn't want GC to GC purchases they would've just blocked it. He said that eBay didn't process the funds. He also said my example of getting more airline miles didn't matter since I should've called up all the parties to see if it was ok. I then asked him to get eBay on the line and to ask if eBay prohibited GC to GC purchases. He declined to call eBay. He nevertheless stuck with the fact that PP was allowed to decide what they considered fraud and that GC to GC wasn't how paypal was supposed to be used. I then said, that I didn't send fraudulent funds. After all, I bought a legitimate GC from a legitimate reseller (grocery store, JoAnn's, etc.). I didn't receive fraudulent funds since the GC I used at BB, I got it from PPDG. Unless he considered either of those fraud, then there was no fraud.
He then let slip that there was also other issues like the fact that I had tried to place an order through a VPN (Virtual Private Network to hide IP address location). I told him I never did place an order from a VPN. I think that was his way to just get me off the phone and get him an out as he then said OK and that he would reverse it this one time since in the previous times I was limited (no one said I couldn't buy GC to GC - that was even after I told them I was trying to buy using GC to GC). However, he told me I couldn't buy anymore GC to GC. He wouldn't even let me buy a gas card GC using eBay GC. A little irksome, but I'm fine with it since he said I could buy GC using eBay Bucks (which if I get limited again I can tell them that the supervisor told me - I even have the supervisor's ID number).
FYI this was also after he tried to hang up on me multiple times and he tried many times to say "I'm just going to repeat what I've said" or "I am taking your repeated questions as permission to hang up on you." So I think the VPN was one excuse, and also the fact that no one warned me that GC to GC was prohibited was another excuse. Ultimately, though, I don't think he wanted to deal with me anymore.
Lessons: In any case, I would warn anyone purchasing GC to GC that PP is taking a very liberal attitude as to what they consider "fraud" and grounds for permanent limitations. They didn't care that I had been with PP almost since it's founding (and certainly longer than he has been employed). I certainly wouldn't expect to get your permanent limitation reversed like I did, at least not without raising your blood pressure, being insulted, being willing to call out their bs at every single turn, spending an hour or more on the phone multiple times, or raising your voice. He mentioned that he's had a lot of these conversations lately. He was also going against what other people in his department is doing by reversing my limitation. My gripe is that eBay is forcing us to use PP for eBay GC and eBucks and PP and eBay won't get their act together as to what is allowable or not.
