FYI I got my permanent ban from pp reversed after an hour on the phone with a supervisor after my appeal was denied. I'll explain more later (typing on phone) but bottom line is that pp considers eBay gc to any gc purchases to be potentially fraudulent behavior. Th big plus is I can use my remaining eBay gc on any non-gc and I can potentially use my eBay bucks. He did say I could use my eBay bucks on gc, but that there would be no more reversals.
I am so happy for you! I would like to hear how you accomplished it....

That was my question.

The supervisor basically quoted 10.3 of the User Agreement which included me doing some "Restricted Activities." Restricted Activities is in Section 9.1 He refused to tell me which category in Section 9.1 this was. So I basically went down every single one and said I didn't do any of these. He kept going back and forth saying it was at PP's discretion and wanted to hang up. He even suggested that if I wanted to take action against PP, then to write to their legal department. Again I went down the list.

Finally he let slip it was item 9.1(g): "Send or receive what we reasonably believe to be potentially fraudulent funds." Finally he said that GC to GC was considered fraud. I asked him why. He then said that the CC would be unhappy if they found out. I countered with the fact that the CC's don't care. In fact, I called up Amex to tell them that I didn't get the $10 back from JoAnn's for buying a GC and AmEx didn't bat an eye. He then proceeded to say "What if I wanted to use a Walmart gc to buy another gc? would they allow it?" Well, my response was that certain stores don't allow GC to GC purchases - that's true. However, some stores do and gave him an example.

Also, if eBay didn't want GC to GC purchases they would've just blocked it. He said that eBay didn't process the funds. He also said my example of getting more airline miles didn't matter since I should've called up all the parties to see if it was ok. I then asked him to get eBay on the line and to ask if eBay prohibited GC to GC purchases. He declined to call eBay. He nevertheless stuck with the fact that PP was allowed to decide what they considered fraud and that GC to GC wasn't how paypal was supposed to be used. I then said, that I didn't send fraudulent funds. After all, I bought a legitimate GC from a legitimate reseller (grocery store, JoAnn's, etc.). I didn't receive fraudulent funds since the GC I used at BB, I got it from PPDG. Unless he considered either of those fraud, then there was no fraud.

He then let slip that there was also other issues like the fact that I had tried to place an order through a VPN (Virtual Private Network to hide IP address location). I told him I never did place an order from a VPN. I think that was his way to just get me off the phone and get him an out as he then said OK and that he would reverse it this one time since in the previous times I was limited (no one said I couldn't buy GC to GC - that was even after I told them I was trying to buy using GC to GC). However, he told me I couldn't buy anymore GC to GC. He wouldn't even let me buy a gas card GC using eBay GC. A little irksome, but I'm fine with it since he said I could buy GC using eBay Bucks (which if I get limited again I can tell them that the supervisor told me - I even have the supervisor's ID number).

FYI this was also after he tried to hang up on me multiple times and he tried many times to say "I'm just going to repeat what I've said" or "I am taking your repeated questions as permission to hang up on you." So I think the VPN was one excuse, and also the fact that no one warned me that GC to GC was prohibited was another excuse. Ultimately, though, I don't think he wanted to deal with me anymore.

Lessons: In any case, I would warn anyone purchasing GC to GC that PP is taking a very liberal attitude as to what they consider "fraud" and grounds for permanent limitations. They didn't care that I had been with PP almost since it's founding (and certainly longer than he has been employed). I certainly wouldn't expect to get your permanent limitation reversed like I did, at least not without raising your blood pressure, being insulted, being willing to call out their bs at every single turn, spending an hour or more on the phone multiple times, or raising your voice. He mentioned that he's had a lot of these conversations lately. He was also going against what other people in his department is doing by reversing my limitation. My gripe is that eBay is forcing us to use PP for eBay GC and eBucks and PP and eBay won't get their act together as to what is allowable or not.

Wow, you're good. I'm so happy you got yours reversed. I really think as this goes on we will be hearing more and more on this thread getting banned. It's almost like they are using PPDG as a "catchnet" to find accounts to review.

Just wondering if others have had positive experiences using cardency and svm and nationalgiftcard? With gcm being out of GS gcs, I'll try one of them. I think cardency was $1 shipping Per card. I was able to do BB cards today easier than ever without verifying anything. I figured I'd try once and if it didn't go right thru I'd back out. No issues so going to flip those BB and try to go thru again with GS. I received my cards In about ten minutes. Still will proceed cautiously with getting BB cards if they go thru with no issue of verifying at all. Seems all issues have come from calling or verifying, but still staying cautious and aware.

The very good thing about this promo since it's only 6 percent, it is two whole days, tues and wed , which is great! Those six hour flashes are rough, lol. I will then, next week, try to cash out my ebucks into BB to get them to Disney cards. I'll keep the gcs bought now for churning while I still can.

Do you get a ship tracking number from Cardency? My SW cards are supposed to be delivered today but no notice that they have been sent. TIA
 
I just got back from GameStop. Apparently they have discontinued sales of Amazon gift cards. The clerk went and took them off the rack after he tried to ring them up. They are no longer in their system.
Did they still have eBay gift cards?
I know those wouldn't do you any good. I still hope you are able to get your ban lifted.

I quoted my post below that I made last Friday as to why you were banned. I'm surprised that PayPal disclosed the reason to you, but I'm glad you are up and running again, minus the GC to GC purchases. Their policy really does give them a vast amount of discretion in it's application.

Actually, pursuant to the PayPal User Agreement https://www.paypal.com/us/webapps/mpp/ua/useragreement-full#9 , their AML (Anti-Money Laundering) unit has a vast amount of discretion in deciding if one's account has violated their terms and clearly have the ability to "loosely" apply the agreement, much like Target does.

The User Agreement states in section 9.1 (g), that one of the restricted activities is:

"g. Send or receive what we reasonably believe to be potentially fraudulent funds". The key words in this phrase being "reasonably believe" and "potentially" fraudulent. This is followed by this phrase in the section where PayPal documents their ability to limit/shut down your account:

"Further, you acknowledge that PayPal’s decision to take certain actions, including limiting access to your Account by placing holds or imposing Reserves, may be based on confidential criteria that are essential to our management of risk and the security of Users’ Accounts and the PayPal system. You agree that PayPal is under no obligation to disclose the details of its risk management or security procedures to you."

GC to GC transactions have always been potentially synonymous with fraud; whether or not it was the actual intent of the user is a different story. Clearly most here are not intending to commit fraud, but to an AML unit that has billions of dollars flowing through the system it monitors on an annual basis, I'm not surprised that they are very "loosely" applying their policies with little regard to restricting "innocent" users. And they are well within their policy in doing so, unfortunately! I'll be looking for additional data points.

To me, THIS is the biggest problem. If there are NO restrictions by ebay on using ebay's gift cards to buy gift cards, how can PayPal come along and impose this? PayPal has too much power.
 
For those that were banned, did you have to verify your account a lot for previous transactions? I've probably done 5 transactions with PPDG over the past month and only one time did it have me verify my account. Just wondering if its a pattern of making you verify several times, or did they just put the hammer down randomly? I'm nervous about continuing to use them. I've got best buy gift cards right now and i'm debating on how to proceed.
 
Got a new fun error code trying to check out with PPDG today: Payment Declined (70094 13113). I called PayPal and he couldn't override the error, told me to wait a bit and see what happens when the system refreshes. I wasn't able to get a transaction to go through yesterday either.

I've used Cardency a few times recently and never received a tracking number. They ship standard first class mail. My orders have taken just over a week to arrive which is silly because they are located in Portland about 10 miles from me. I think they take a long time to prepare the order for shipping.
 
Unlocked-at least to do a non PPDG transaction! Got a Target gift card through a new-ish seller (over 1000 positive feedback though), cardtrader2012. Had to pay shipping, but still come out ahead with ebucks and cash back on shopathome. It was about the same for shipping as it would've been had GCM been in the game.

Thank you for your source. As for the shipping, GCM, Cardency and SVM charge shipping as well, so the only difference is that your seller isn't "authorised". Fine by me!

If they really thought it was a problem they can do easy things: 1.) put on eBay that you can't use gc to gc payments. 2.) put it in their user agreement. 3.) put it on the gc that you can't use gc to gc. Most stores do that already for their gc if they have a problem with it.

I have had no problems with Cardency but I do think they seem to take forever to ship. My cards take at least a week to arrive but usually just over a week.

I think I found your seller but I don't see any Target GC's...mostly baseball cards and the only GC I see is for another store...is that the right seller? I am probably not buying today but I am putting the sellers mentioned here on my watch list so I can find them once my ebucks pay out. TIA!
