I can't believe Disney would DARE to inconvenience you or be off schedule by two hours during a Category 5 hurricane.
Being off schedule isn't what ohio is talking about, though.
I was trying to think of reasons they wouldn't have queue directing systems like ropes or chains.
Because
DCL is allergic to ropes and chains. On our first cruise, after noticing problems caused by the lack of obvious line "holders" (like ropes or chains), I spoke with Christiaan about it. In my case it was a princess meet/greet that really UNobviously closed the stairs (or maybe it was princesses downstairs and Mickey upstairs?), but they had no signs, ropes, chains, or even CMs there to indicate it until you were right up at the stairs. It was silly. If you're not into meet/greets, you don't know they are there. If you are short, you can't see through crowds well and you have to go up to things to find out what's going on. And then it's just embarrassing to be turned away, when it wasn't needed in the first place if they used Disney's time-honored methods of making obvious lines.

It's also possible to be a considerate person and simply not see where things are starting. If you're short, you know that you can't always see what others see. And you don't always know what's going on when you enter an area, so having people (who know) stationed all around the area, to keep order and to keep people safe, is a good thing.
Do people complain when the fire department shows up at their home and they don't have time for pictures and autographs?
That's not what ohio was complaining about. They weren't complaining about the cruise ;they were complaining about the chaos happening once they were docked and everyone was there safe and sound. Seriously, Disney should have procedures for this. There's no need for them to be reinventing the wheel. This should be Procedure "H(urricane) S(afe) S(ound) P(ort)". Or something like that.

Absolutely variable.
My cousins went on an early weekend in Feb 2012 and they were cold cold cold. It was cold in FL that day; we had been cold in Orlando, and when we drove to Daytona to see them on their disembarkation day I (who didn't have any long pants left) was turning blue!
We all went the same weekend the following Feb 2013 and it was something like 80 degrees on Castaway. Lovely lovely cruise.
Debarkation this morning was handled very poorly.

Communication was almost non-existent and the CMs we encountered seemed to be operating on word of mouth.

In 2012 it was grey and chilly the whole way (we live about 2 1/2 hours away from the port). We stayed inside the whole time. It was just too cold to use the pool or anything else.
Sounds like you were on the same cruise my cousins were on. They were on a 3 night on Dream. But like I said above, the following year it was lovely on that same weekend.
