Our first visit to disney world that we will be staying at the disney resorts,
was wondering how the extra evening magic hours work, I read on another
site that you can pick up a wrist band, approx. two hours before the park
closes. Can we send one person over to pick up the wrist bands for all
11 people in the party, as we plan on going ahead with the little ones to
the restaurant that we are have the adr at. (give the one person all the room keys.)
Any information on this will be helpful.

No you cannot. Each person must show up with a Resort ID (room key) and the issuing CM puts the wrist band on.

Actually at Typhoon Lagoon when they are having an evening EMH they start to hand out the wristbands at 1:00.

If you arrive at a park after normal closing, you will have to have both the room key and ticket for each person 3 or older. If you are on a package generally your ticket will be encoded on the room key. When you come through the turnstiles you will then be given your wristband.
 
The Extra Evening Magic Hours are totally worth it. They officially start handing out the wristbands 2 hours before the park closes, but everytime I've done it they've started handing them out earlier. The line to get your wristbands is really quick so its not a hassle to bring the kids with you. The last time I went they even had a special showing of Spectromagic at the Magic Kingdom after hours so you don't have to save a seat hours before the regularly scheduled parade.
