"Disney Dining Experience"?

I am a little confused about the "Disney Dining Experience" card. My TA indicated that we could get this card but when I look at the WDW website it appears that this is only available to Florida Residents. Can someone set me straight?

Florida residents and ALL annual passholders are eligible.

Maybe your TA was referring to the dining plan?
