Disney Dining Experience question

I think they call it Tables of Wonderland now but who is eligible to buy the card? Is it only pass holders and Florida residents or can dvc members buy it also?

Actually, it's called Tables In Wonderland (TIW). It's only available to FL Residents and Annual Passholders. The price is $60 for AP holders and $85 for FL Resident who is not a AP holder. An additional card is $25.
