They can't, unless Congress grants another waiver of the PSVA like they have for Alaska cruises. But I don't see that happening.

Y’all DCL has done cruise-to-nowhere s before. Out of New York and California, I believe. They can’t begin and end in 2 different us ports without a distant foreign port and they can’t visit other us ports (I believe) but they can do a cruise to nowhere

In 2016, a new ruling went into effect from the U.S. Department of Homeland Security's Customs and Border Protection that bans these types of cruises aboard foreign-flagged ships sailing from U.S. ports.

No, not anymore. The rule used to not be enforced so cruises to nowhere could happen, but several years ago that changed. The rule is now strictly enforced and cruiselines had to stop all their cruises to nowhere leaving from US ports.

Test cruises are required to be 18 and up by the CDC.
