As a DVC member can you book a cruise through member services for cash (boohoo not enough points) and if so do you get a discount?

You must have at least one adult traveling on points in order to book DCL via Member Services. All cash bookings are not handled by them. You will need to book via travel agent, DCL direct, etc. No discounts..
 
No, you need to book through DCL if you don't have enough points for even one adult. DVC doesn't get discounts from DCL. But DCL might have their own discounts that you can get.
 
We booked through Dreams Unlimited the sponsor for the DCL cruise board here and they've gotten us on board credits. Even when we rebook on board, we get the reservation moved to them, because they do watch the prices and if they go down, they get the better price for you. I was impressed with that.

We book a lot of cruises DCL and other lines and have found the best deals by booking through Disney with the Disney Visa to get shipboard credit then transferring it to Costco. Costco refunds most of the commission on DCL through a costco cash card after the cruise. Last 7 day cruise on the magic got us $400 back.
