There is a Canadian deal at par that we would like to take advantage of and my question is, can I reserve two rooms in my name and my parents stay in one? Can I buy them the passes under my name to get the discount?
 
I think I've read that you can book up to three rooms (in your name) with your DC card as long as you all check in together and show your card. I'll be doing the same next May for us and my parents. I'm not sure about the tix though, I don't see why you couldn't. If you bought them at the Disney store they would just look at your card and apply the discount to all the tickets you buy. Unless you are buying AP's (no clue about these, haven't had enough $$$ for them...YET!) they don't put your names on the theme park passes, they just say either "Guest" or "Child". So there really would be no way of knowing who bought the passes.
 
I joined the Disney before I made our reservations and i booked Four rooms & two campground site. They discounted all of them. Hope this helps.

I use my DC card to purchase my tickets at the local Disney Store. I've also purchased for family and friends. On the back, they just say Guest either Adult or Child.

I've never purchased them at the resort so I can help here.
