Obviously, I am in no position to relate the exact details of the contract between OLC and TWDC. Who among us has that kind of access?
However, 'rumors' have floated around about the stringent level of detail that WDI assumed over all aspects of DisneySeas. In fact, initially the project was slated to come in just under $1 billion dollars, but apparently WDI was not satisfied with the 'choices' made by OLC, and after 'conversations' with OLC, some of the projects that were to be initially placed at the Cali version moved right into the new park.
I read all of this in a discussion way back in 1999 or 2000 on the motley fool site. It should still be in the archives if you search the DIS board and search "OLC" around 2000.
