If I book direct with Disney now for a stay in September next year, if they do the DDP would I be included or is this only at the time of booking??

For the free dining offer you need to book during the promotional period (should start around the middle-end of August I think) otherwise you'd have to pay for it. I think they stopped people being able to apply the offer to existing bookings or they make it incredibly difficult!
