This seems very unlikely at the moment. Disney is very focused on Shanghai right now and getting DLP back up to condition. I don't see them doing this right now or in the very near future but that doesn't rule it out for the long term. This area that the land is in would need a lot of infrastructure build up around it. The roads and other properties like hotels and such would have to be built in order to accommodate people.

With all the land they already have, they could build a fifth gate at WDW and make Disney's America there and have resorts ready made. Less investment by far for not a lot less profit?

Because the school can't sustain itself with the number of students it has and with what the future of enrollment looks like. It has a very specialized demographic that is no longer sustainable.
