DISign Vets-?? re "cleaning up" an image

I am new to this whole process and I have found a graphic I would like to use, but it is very small and gets pixelated when I enlarge it. How do you clean up an image so it doesn't look so blurry? Or is it even posible? I am using Photoimpact pro but I will take tips from photoshop too...

My best advice is to find a bigger image............
When I find images that are too small, I redraw and recolor them!
