Do I have to buy this before I can buy the DC tickets?

As far as I know you can buy DC tickets before your AP, as long as your have a valid AP to show at check in thats all they require.

Its a secure online payment system I think. Gives the option at the bottom of thr page.I think its like an installment thing but I think that option is only availible to US citizens.Could be wrong.

Its a monthly payment scheme, available to anyone not just Americans, although it used to be awkward to set up for UK citizens online thats why we did it in the Passport office at SW.
Its interest free so you just divide the payment into the months you are buying, for example our 2 year, 2 park passes were $240 ($225+tax) each so we pay $10/month ($30 for 3 of us) each month they take $30, this month its converted to £18.30 at $1.6393
