The month of February is our only travel option....during Presidents week so in the middle of the month. If its chilly, will the wetsuits do the trick?
 
Everyone has a different tolerance for cold, but the wetsuits DEFINITELY help.

The lazy river and the Freshwater Oasis are super warm (think bathwater temps) so they are also great places to be if there's a chill in the air.

When we were there on January 1, 2012, they had heaters in the dining area where you could stand under and dry off (or just warm up, if needed!).

We were very worried about the possibility of cold weather on our New Years Day visit, but it was sunny and even quite warm by the afternoon. I would book a "winter" visit to DC again in heartbeat.
 
We were at DC for President's Day Week 2 years ago. It was plenty warm. When were were there this year in March, it was much colder (only in the mid-60s) and the wetsuits helped a lot, but getting out of the water was the problem!

As Gina said, the freshwater oasis is much warmer than most pools, and if it is really cold out (or even if it isn't) wait to get in your suit and go to the aviary first. First thing in the morning, the birds are a lot more active, and within a half hour of opening, they've been fed and aren't as active.
